Massachusetts Statewide Freight & Rail Plan
APM and a team of sub-consultants provided core support for the preparation of a scope of work for an integrated statewide freight and rail plan, which will include a stand-alone State Rail Plan. The scope was part of solicitation for consulting services issued by the Commonwealth’s lead transportation agency in late 2007, and work on this comprehensive study began in early 2008. This effort will lead to the publication of the first comprehensive assessment of statewide rail transportation in 20 years. The APM team also researched and prepared (for a previous administration) a request for proposals, scope of work, and specifications for preparation of a State Rail Plan Update, Policy Plan, and Investment Strategy for the Commonwealth’s rail system, with a particular focus on freight rail.
