APM and a team of highly qualified consultants researched and prepared a comprehensive assessment of the Commonwealth’s rail network and related issues affecting the freight rail and shared freight/passenger rail operations, infrastructure, funding, and policy considerations. Ms. Conley led a team of industry experts to prepare an assessment of issues, trends, and opportunities affecting the delivery of freight rail service throughout the Commonwealth of Massachusetts, including ownership and operating characteristics, infrastructure issues, funding availability, and role of public offices, agencies, and authorities. This work culminated in delivery of a Massachusetts Rail Trends and Opportunities Report to the Executive Office of Transportation and Public Works in July 2007.
